Consultation for Nepal Development Forum 2004
Youth Perspectives on Development
The
Nepal Development Forum 2004 pre-consultations ended with
the discussion on various subject matters such as redefinition
of development partnership, donor’s participation, cooperation/
assistance in development activities of Nepal and more over
implementation of the Tenth Plan/ PRSP. In the sessions, 17
papers were presented of different issues but none of the
papers and sessions specifically addressed the youth issues.
Considering youth as partners in development and decision-making,
Youth Consultation process were carried out. Youth Initiative
organised 6 different workshops and a National Youth Conference,
bringing together youths from various sectors and strata of
the Nepali society to get their perspectives on the development
of Nepal.
The outcomes of the Youth Consultations were documented in
form of a Report "Youth Perspectives on Development".
The Report was distributed to all the delegations of the final
meeting of the Nepal Development Forum 2004.

Objectives of the program
- To bring together youths from various segments of the
Nepali society to share their perspectives on the Development
of Nepal
- To discuss about the situation of youth in the present
development scene and brainstorm on their roles and responsibilities
on Nepal's development
- To discuss about the youth issues addressed by the Tenth
Plan/PRSP among youth and to get their perspective on policy
address
- To advocate for incorporating youths in the national priority
agenda as a significant and potential resource for the overall
national development
Expected Outcomes
- Recognition of youths as potential partners for national
development and the realization of the need of specific
policy address
- Understanding of the perspectives of youth on the current
state affairs and the overall Nepal's development
- Documentation of the perspective of Nepali youths on
the development of Nepal and recommendation on the potential
role and responsibilities of youths in development.

Activities
1. Workshops
A
total of 6 workshops were conducted. These consisted of organising
workshops with various groups of youths. Each workshop consisted
of about 18-20 youth participants. The workshops were categorized
as follow:
- Youths in politics and governance
- Youth in business, entrepreneurship and professional
fields (technical and non-technical professions)
- Youth in social work and activism
- Youth in arts (arts, sports, entertainment)
- Students (school/college going from private and government
institutions)
- Youth in Media
Focused Group Discussions, brainstorming, and group work
were used as tools to get inputs and perspective of the youths.
At the end of each workshop 1-2 participant/s were identified
and selected to prepare papers based on the outcomes of the
respective workshop. These paper writers used the workshop
documentations prepared by the rapporteurs as their primary
source of information.
A total of 6 papers were prepared from the 6 different workshops.
These papers were presented and discussed in the conference
that was organized after all the workshops.
2. Youth Conference
After
the 6 workshops, a national conference was organised. The
6 papers were presented and discussed during the conference.
On the basis of that a Final Report "Youth Perspectives
on Development" was prepared. The final outcome document
report from the conference was submitted for the purpose of
the Nepal Development Forum 2004 that took place in Kathmandu
from 5-6 May 2004.
The conference was participated by around 100 young people
from various walks of life. At least half of the participants
were the participants from the previous workshops.
3. E-consultation
E-consultation was also carried out for 2 weeks through
the online forum at Youth Initiative website www.youthinitiative.org.np
and also through the existing email groups of young people.
Participation
Youths from various parts: urban, semi-urban and rural Nepal
participated in the workshops, conference and e-consultation.
There was about equal participation of female youth too. Efforts
were also made to ensure the participation and representation
of youth from as many sectors as possible. Marginalized, underprivileged
and youths with special needs were also involved as equally
important stakeholders. Youths involved in a variety of fields
participated in the whole consultation process. This includes:
Youths in politics and governance; Youth in business, entrepreneurship
and professional fields (technical and non-technical professions);
Youth in social work and activism; Youth in arts (arts, sports,
entertainment); Students; and Youth in Media.
Support
Youth Initiative was supported by the Nepal Development Forum
2004 Secretariat and The World Bank to carry out the Youth
Consultation.
